Here are the bills we’re watching this month.

Medicaid Coverage for Hearing Support in Missouri

The Missouri House has passed HB 177, a measure to provide Medicaid coverage for hearing aids and cochlear implants. The bill is now pending in the Senate. At least 35 states currently provide some limited coverage or coverage without limitation for hearing aids and cochlear implants. 

Eliminating Vaccine Association in New Hampshire

A bill to eliminate the New Hampshire Vaccine Association, HB 524 has passed the House of Representatives. The New Hampshire Vaccine Association is a government established non-profit organization tasked in 2002 with being the universal purchasing program with the intent to provide access to vaccines for all children across the state. 

Medicaid Managed Care Audit in Louisiana

The Louisiana Legislative Auditor released an audit of the state’s $2.9 billion Medicaid Managed Care Incentive Payment Program. The Legislative Auditor raised questions concerning how funds were dispersed to Medicaid managed care organizations and whether such distribution aligned with objectives of the program.

Capping or Withholding Medicaid Provider Payments in Maine

Following failed negotiations on a Medicaid supplemental budget by the Legislature, the Maine Department of Health and Human Services has initiated a process to either cap or withhold Medicaid payments for providers. The withhold on Medicaid payments is the result of a $118 million Medicaid budget shortfall for the current fiscal year.

Certificate of Need Repeal Stalls in West Virginia

A West Virginia House Committee opted to vote down HB 2007, which would have repealed the state’s Certificate of Need program. The vote came after Governor Patrick Morrisey (R) iterated it was a key policy objective for him this session. It remains likely that a companion bill in the Senate will continue to receive consideration.
